To establish a unified standard public resource transaction tangible market, optimize development environment, improve the market mechanism, the objective requirements of fair trade, but also the important measure to avoid transactions corruption. To this end, Hangzhou city public resources trading platform through the integration of government procurement, property transactions, construction and other public resources trading mode, implement the "release information, regulate trade, full supervision" mode of operation, open competition, realize the sun transactions.Hangzhou city public resources trading system to regulate the public resource transaction procedures, improve the efficiency and transparency of transactions, saving transaction time and cost. Through the construction of this platform to reduce administrative costs, improve the efficiency of the transaction, suppression of corruption, has the vital significance to enhance the government’s public service.This paper first introduces the background of the construction of public resource transaction system, and analysis of the status quo, this system development significance; secondly the system requirements, the establishment of system target, clear the contents of construction system, confirm the technical routes:adopts the frame of J2EE, background database using ORACLE10G, the model view controller based on the operation of the system the intermediate layer (MVC.Model-View-Controller) design pattern, completed the construction of stable operation, can support a large amount of concurrent public resource transaction platform. After user testing, and its powerful, user friendly, high safety, can meet the needs of users.
