With the popularity of LTE network, telecoms practitioners focus on the development of the current LTE system. Dozens of new technologies emerge and constitute the LTE-Advanced standard and Small Cell is one of the most important ones. Small Cell is developed to address the surging of traffic demand and it form the heterogeneous network with traditional macro cell. It is designed to adapt users in different scenarios.There are different types of Small Cells that can provide coverage to blind points and can offload traffic from hot spots. But huge amount of Small Cells consume a lot energy that cause another issue. On/off technology is to deal with this issue but most of the current on/off strategy is too simple to handle different types of Small Cell properly and they fail to consider the performance of the actual Small Cell entity. That’s why they get limited results.In this paper, we establish a priority-on/off strategy by studying architectures and scenarios of different types of Small Cells. By analysing user’s type in Small Cell, we are able to set an on/off priority to each Small Cell in system combining load efficiency. This strategy take the difference of power consumption and performance of different types of Small Cell into consideration and is able to deal with different Small Cell with same standard which deduce the complexity of the system. Besides, we introduce a balance factor to control the system performance between energy saving and system performance. At last we provide strong support to our strategy by simulations.
