The Design And Implementation Of New Rural Cooperative Medical Management System Base On J2EE In Luojiang District

At present, there is a series of problems in rural areas health care, includingthe low level of protection for medicare and informatization management,cumbersome process in insurance and claims, poor medical services, etc. Theseproblems lead to social satisfaction is relatively low. medical care in rural areashas become the important issues of human development.Brought by China’s dramatic economic and social development, ruralresidents are putting more and more emphasis on health and the demand formedical care is ever increasing. It’s under such background that Chinesegovernment and CCP introduced this New Rural Cooperative Medical System. Itis referred to as NRCMS. The new rural cooperative medical system is a kind ofmutual aid system. It is organized and guided by government. Farmers voluntarilyparticipate in it.Individuals,groups and governments jointly funded. And itspurpose is to achieve serious illness claims co-ordination. After the establishmentof the new rural cooperative medical system,more and more farmers get realbenefits.The milestone of the country’s medical reform has received warmwelcome from the public.However, the current approach is still heavily relied on manual data entry,which is very unsustainable given the swift development of RMS and computerand Internet technology. We should combine science and information technology,established a line with the national standard, equipped with advanced work flow,can effective network management information system of the new ruralcooperative medical information system and can include a remote and backwardvillages and towns. Therefore, a new computerised system needs to be designedand established for NRCMS in Luojiang District.The system is constructed based on J2EE SOA structure, which is anintegration of contemporary IT technology like digital modelling, transactionalrule engine, visible flow chart engine, intelligent report tools, open server, etc. It will be an accepting, efficient and capable system which is compatible withsystems like JavaEE, dotNet and is ready to provide NRCMS with connectingpoints and technical specifications.This thesis starts by introduction of the background of system developmentand the current research of overseas counterparts. It then analyses the systemrequirements based on the study of real world transactional process of NRCMS inLuojiang District, Quanzhou. After that, detailed information about the systemdesign is presented via UML modelling charts, flow charts and E-R Charts. Thewhole system is divided into six major functional modules, including the archivesmanagement, compensation management, fund management, report management,parameter management and system management. Finally, the system is tested anda summary assessment is performed.The whole system has been put into use in Luojiang District. The insuredrate of New Rural Cooperative Medical and the real time settlement rate ofmedical expenses has been significantly improved compared with before. After aperiod of operation,it showed the system is running stable,safe and reliable,withremarkable results,achieved the expected objective,and has met the actual needsof the new rural cooperative medical treatment work in Luojiang District.
