With the development of computer technology and network communication technology, Electronic Learning (E-Learning) combines with mobile communication technology gradually created a new mode of learning, Mobile Learning (M-Learning). M-Learning is an extension of the traditional E-Learning, in addition to having the characteristics of E-Learning, but also has the mobility, portability, autonomy, situational and so on. Learners can study anytime and anywhere in M-Learning, no longer subject to the conditions of the time and place.With the widespread popularity of mobile devices, for the realization and extension of the M-Learning provides favorable conditions. A large number of mobile learning resources have been developed based on the mobile phone, but tablet PC rises in2010and becomes the most popular from mobile terminals in a few years, tablet PC-based educational applications start to development. But from the current literature and research projects that collected, the development of tablet PC specifically for mobile learning resources is relatively small. The development resources of tablet PC are directly using the phone’s development model, without considering between the tablet PC and other mobile devices are different, especially mobile phone.This paper will design and develop mobile learning resources tablet PC-based in view of the above problems. Firstly, this paper will analyze the current research of M-Learning at home and abroad, propose research purposes and methods, analyze the concept, characteristics and theoretical basis of mobile learning, form the theoretical framework. And then this paper will use the concept of design pattern in software, base on the analysis features of tablet PC, and put forward design patterns of tablet PC-based interactive training software from the content and navigation according to the theoretical framework, features of tablet PC and case studies of tablet PC-based interactive training software. Finally, proposing design patterns as a guide, this paper will design and develop "graphics operations course" which will use in special education of children, will apply the theory to practice.
