With the evolvingprocess of "globalization", the frequent exchanges and mutual integration of worldwide economy, politics, and culture makeall the countries pay more attention to the intercultural communication. Especially after the1980s, the large group of Western media and its rapid development in the international dissemination has made intercultural communication become one of the most attractive areas. From a global perspective, dissemination, communication, conflict and understanding of globalization is increasingly becoming a core issue.The successful and effective intercultural communication will help to improve these problems and promote the integration and development of the world.Under the current new situation of rapid development of communication technology, media convergence and small minority of the periodicals, the international publicity journals are facing unprecedented opportunities and challenges. This paper attempts to cut from the perspective of communication studies, take intercultural communication of Openings,a bilingual journal of Shandong as a sample, starting from the phenomenon of intercultural communication propaganda journals, explore scientific theory and practical experience which are suitable for the development of Chinese international publicity media. This article analyses the problems in international publicity of China by taking the development of Openingsas a sample, discusses on how to create good environment for international publicty by using effective methods, and put forward suggestionscombined with China’s external communication background.International publicity attracts the world’s attention. Facing the expansion of the world media market, China especially the international publicity media takes up the important mission of intercultural communication, which becomes the important method to exchange, eliminate conflict, create regional image, and promote regional development. To meet the challenge needs multiaspect exploration and development.In the ever changing era of globalization, in order to make Shandong, the eastern province ofChina, attract more cross-border investment institutions, and let the world people know more about the Chinese culture, Shandong international publicity career is making great effort to reform. We can see these effort from the rapid developmet of Openings in the last20years.How to define the urban publicity of intercultural communication in China? This article researches the operating mechanism of Openings, and how to improve the current situation by the reform and innovation on form, content, distribution, and advertising, and make the magazine meet the requirement of international publicity and show good image of Shandong Province.Using case analysisas the primary method of qualitative research, combined with questionnaires, taking Openings as an individualcase, a questionnaire of intercultural communication effects was designed. The results show that there are some problems in publicity effect of Shandong international publicity journals--the lack of diversity, innovation, practice, systematicness, pertinenceand other practical issues in intercultural communication. The basic aim of this study was to explore possible ways of intercultural communication for Shandong international publicity journals. During the study, I also found there are more close cooperation between the propaganda journals and urban development. Hope this study can provide some referencefor the external communication ways of Openings, and provide a newangle of viewfor Shandong to build an image of a powerful province.
