With convenient communication, quick release and unique functionality, Microbloghas become a brand new kind of social media which is quite popular and most widely used,and it is also one of the ways for citizen discourse participation under current media era.The sharp increasing number of microblog subscribers indicates that people’s preferencefor free citizen discourse, which arouse a new round of citizen discourse rightsconsciousness liberation, any minor relaxation can make the discourse rights back to thepeople, and people’s desire for discourse right challenges the rigid discourse hegemonysystem.The positive power that microblog generates cannot be neglected, it not only bringsnew citizen discourse, changes people’s social and political life, stimulate their socialconsciousness, and it even contributes to the changes of government public serviceinformation transformation and social management methods, etc. However, as an openinformation platform with free citizen discourse, microblog makes people talk with highrandomness and subjectivity, which is easily for rumor and fake information breeding.
