With the increasing number of mobile users and more needs for communication, mobile communication technology plays a more and more important role in changing people’s lives. However, there will be three major challenges for future mobile communications, such as the explosive growth of mobile traffic, a huge number of mobile terminals and a growing variety of business demands, which give us a new challenge.3GPP chooses heterogeneous network technologies and proposes small cell scenario to solve coverage and service of the hotspot.In this paper, the small cell scenario has been analyzed in detail, which includes how to build the scenario, how to make the system be synchronous and the problem of mobile access. This paper simulates RSRP mobile access and proposes how to make the indoor system be synchronous with wireless way. To promote the performance of the small cell system, the paper proposes two methods of radio resource management to mitigate the inter-cell interference among small cells, which are dynamic turning on/off and small cell co-operation.This paper also studies system-level simulation in detail. The paper explains the purpose, meaning and principle of simulation. It builds a system simulation platform of TD-LTE system at first, and then carries the small cell scenario out in the platform. The process of simulation system, and the function and realization of each module of simulation platform are described.At last, the paper summarizes the content of the study, and then points out the researching trends of mobile communications and HetNets.
