With the rapid development of the city economy, there has been more and more waste pollution. The pollution has seriously affected our environment and our health. Fast expansions of modern industries has resulted in more and more emissions of industrial wastes and it is hard for our waste disposal infrastructure to bear the stress it has brought about, so the issue of waste management in China has already aroused more and more attention.Waste management in China started much later than developed countries and it still has many its own problems. Compared with that in developed countries, the level of our waste management is just at the first stage. Given the large scale, the great amount of information, the long period of data storage and the difficulty of operating, there is still a long way for us to go about how to manage solid wastes. As we are attaching more and more importance to it, we find more and more problems here and there and also we find that in order to improve our efficiency and levels of the waste management, cut the costs of disposal, save materials and change wastes into useful resources, protect our environment and enhance the cooperations between businesses, we can develop the waste resources information system, which is based on our networks. By doing this, we can change our world into a harmonious one.In order to design a system to provide enterprises with the information about waste resources exchange, to improve the recycling of wastes from industries, to reduce environmental pollution and to save the expense, we also conducted a demand analysis, and then put forward the realization of design and implementation of the waste resources information system, which is based on the J2EE technology.In this paper, the main research contents are as follows:First of all, we introduced the background and the current situation of waste management, and explain the J2EE technology and Struts, Spring and Hibernate combination framework in the article. And then, we conducted a demand analysis of the waste resource information exchange system, and made a detailed description of the system function modules. Then, based on the demand analysis, we designed and optimized the database of waste information exchange system, and used the SSH framework to develop each function module of the system. Finally, according to the rules for testing software system, we made tests to the system, and the final test results met the requirement of demand analysis. We also mentioned some inadequacies of the system, which is to be consummated in the future. Our system can not only meet the environmental protection departments’ needs for basic business managements, but can also solve the problem of information isolated island through web services, and meanwhile, makes it possible to share data.
