In recent years, the rapid development of economy and the increasinglyinternational market economy, the enterprise internal obtained the rapid development.Enterprises under the new situation are in the face of the opportunities as well asvarious challenges, besides the international competition is increasingly fierce, so theenterprise’s comprehensive strength has been brought into public attention.Enterprise staff’s comprehensive ability is the core of the enterprisecomprehensive strength resources. Therefore, improving the comprehensive ability ofthe enterprise staff, paying attention to enterprise staff’s work ability and thedevelopment prospect are the key to the development of the enterprise in theinternational market competition. But the domestic enterprise manage the staff andimprove the employees’ competence without effective measures, management modelfalling behind and effecting little.The existing management system and developmentstrategic measures are difficult to meet the increasing needs of enterprises in theinternational market competition, what requests a completed set of effective staffdaily work management and the ability to ascend with the combination of system.In this paper, the requirement need to be integrated to design and implement themanagement of the employee as well as the training based on deficiency of thepresent situation. The staff’s working abilities are evaluated on the basis of employees’daily work management. Then according to the evaluation of employees, the targetedcultivation and promotion are implement which can effectively improve employees’comprehensive ability and improve enterprise comprehensive strength.This paper introduces the development and background, the basic theory usedduring the development of software of staff competence improvement system. Andthen the requirement is analyze in detail with a clear design target of the system,based on what the design of the system is done including the architecture of thesystem, the modular division and the detailed design of each module. In this paper, thethree main module of system which are staff management, training management andincentive examination, has carried on the detailed design description, giving the flow chart and sequence chart of each module in the realization of system functions. Thedesigns of the database for this system are expounded. C#and Oracle are used toimplementation the system. The paper presents the results of the realization of thesystem. Finally the main functions of the system are realized.
