Research On The Decision Planning Of The "Sotm" Project

With fast economic development and rising status in the international community,development of satellite communication application in China enters into a fast channel.As a country with vast territory, various geological and geographical environments,China has been deeply influenced by the global climate change, and been throughnatural disasters from time to time. And at a special historical period like the current one,the country has been witnessing dramatic social changes, rapid economic developmentsand far more international exchanges and cooperation than ever before. Under thebackground, the demands on emergency communication application are rising while the“Satellite communication On The Move (SOTM)”can meet the requirementsperfectly and make the communication efficient and reliable. The “Satellitecommunication On The Move (SOTM)” exerted an irreplaceable effect in terms ofinformation transmission in the Wenchuan disaster relief and Olympic security guardmission in2008. With the “SOTM” technology and product development evolvingrapidly, and the change of market application of the technology, project management inthis field is facing a challenge. And how to make the decision making plan moreefficient and carry out the comprehensive analysis technique more effectively during theprocess become the topics that need to be focused upon.Taking the “SOTM” vehicle mounted project as a study case, this paper is trying toanalyze and investigate on the process of decision planning for this kind of project. Asto the research methods used, the paper combines the practical work experiences withthe engineering and project management theory, plus expert interviews and other meansto establish and render the concept of basic characteristics of the “SOTM” project. Inaddition, by researching the general project planning process, along with thecharacteristics of the “SOTM” project decision planning framework, main modules ofthe project decision planning are established; Finally, the environmental survey,demand survey, positioning and project objectives and functional feasibility and riskanalysis have also been taken into account in the decision-making plan.When determining the function of the project, the paper looks into the governmentpolicy, laws and regulations, technical standards, industry market environment and natural and social environment firstly, to carry out environmental survey; then, conductsuser demand survey from the perspective of market demand, fractionizing usercharacteristics, technology trend and so on; finally, proposes composition and functionof project use AHP analytic hierarchy process, complete functional requirementsallocation and evaluation. Through a company the “SOTM” vehicle mounted project inaction, application of the research analysis method, carry out the projectdecision-making and planning work, reliability and validation of analytical methods arediscussed.
