With the continuous development of information push technology, as a typical representative of which, RSS service is also burgeoning. As a top government portal website of forestry, the forestry.gov.cn is built by one-stop mode with complicated structure and huge amounts of information. As a result, it’s difficult for users to retrieve their interested information. Therefore introducing RSS service to forestry.gov.cn is very necessary. However, there’s a problem for traditional RSS service—— low personalization degree, for which users can only subscribe channels the information providers offer rather than create personalized information syndication based on their interest.To solve these problems, firstly, RSS service was introduced to forestry.gov.cn to build a portal website based on RSS seed so as to provide personalized information service. Secondly, secondary syndication service based on information retrieval was brought to traditional RSS service. In secondary syndication service, semantic tree and synonym table is used as assistance for information retrieval. Also the extended weight of feather words and similarity degree of articles based on time relative degree were calculated in order to improve the precision and recall rate of information retrieval. At last, an online RSS reader was established as an experiment, which showed that the algorithm presented by this article performed well in precision and recall date of the information retrieval on forestry.gov.cn, so that it could provide secondary syndication service of RSS with high quality for forestry websites users.
