Tourism is an information intensive industry. Development of tourism information has provided strong support for tourism industry, and has become the core competitiveness to gain advantages in the global allocation of resources. Advanced information technology has been widely used in such tourism elements as food, shelter, transportation, sightseeing, purchasing, and entertainment, which contributes to the optimization of tourism industrial structure, and laying solid foundation for the development of the tourism industry under the "Twelfth Five-Year Plan". Smart travel is a guiding strategy for tourism informatization construction at higher level and in more comprehensive way, and it also embodies the further value of tourism informatization construction. Under the guidance of the theme-smart travel, promoting the construction of tourist destinations, strengthening the development and integration of tourist resources and products, especially in the aspects of smart service, smart management, and smart marketing, and facilitating the transition of the industry to a modern service industry drived by informatizaton is the only way to achieve sound and fast development of tourism industry. It could improve the management and service of tourist enterprises including travel agency, tourist attractions, and tourist hotels by innovating modern technological development patterns.This paper takes "smart travel" as its objective, and uses the Internet website construction cluster, and publicizes the tourist resources, tourism products, tourist hotels, scenic spots and tourist product lines and preferential policy in Jinan, and finally contributes to increasing the popularity and reputation of Jinan international tourism. Information construction is applied to strengthen the management and service function of tourism industry, and develop travel agency management platform, hotel management system, digital scenic spot system, scenic spots, tour guide application software, travelers’ easy-go software, touch-screen technology, tourist geographic information, supervision and management of tourism system. Coordinate office and information sharing system is formed, and "wisdom tourism" concept is applied in tourism informatization to promote tourism industrial structure transition upgrade, and improve the level of the overall development of tourism industry.First of all, the "wisdom of the earth" strategy put forward by American DBY and IBM is compared with the development of smart travel in other developed countries and tourist construction in some of Chinese cities. The key issues concerning Chinese smart tourism construction of the current stage are analyzed, accordingly the author concludes the necessity of a new smart urban tourism construction. Secondly, problems and challenges such as tourism, transportation, education, medical care faced by city modernization in the big data era are analyzed. Big data and cloud calculation are applied, which helps create a new and efficient industry chain and bring brand-new ideas for the wisdom of urban tourism. Subsequently, the overall structure of urban smart travel based on big data and cloud computing is designed. The paper discusses the construction system of urban smart travel in the era of big data from the following four aspect:data-aware of the whole industry, intelligent upgrade of distribution center, construction of Internet visual distribution center, and big data management.Based on thorough investigation of customer needs, the wisdom of urban tourism management system is designed according to the smart urban travel in the era of big data and cloud computing. After more than half a year’s operation, it’s proved that the system can not only meet the smart tourism city of standards, but also achieve organic integration of most of Jinan’s tourism resources involved, strongly promoting the development of informatization and intelligence of tourism in Jinan.
