Science and technology award assessment system is to provide services and annual research award evaluation work of business platform for science and technology management department. The platform also include strict formal examination and re-check electronic materials provided by the declaration of human and data mining in a large number of research awards history data to managers and decision makers.Faced with the growing and distributed storage of massive research award data, a peer network platform has better computational advantages and economic value than client–server computing model. Based on peer network’s distributed, data mining has more data integration and task scheduling among compute nodes. Each compute nodes can adjust the amount of calculation respecting the amount of memory and CPU’s utilization, to gaining the end that load balancing and computing the 4 or higher dimensional association rules the result set. Simhash is an excellent text duplicate algorithm, and has an advantage that supports distributed and characteristic value technology. Simhash has been applied to the form of review science and technology award application materials, rewarded by fast and accurate positioning possible re-check. Finally, the use of distributed peer to peer network platform and simhash removal algorithm advantages, combined with the overall image Zernike moments eigenvalues and YCbCr’s data to qualify spatial characterization unique combination of values for pictures marked signature, calculate the similarity between the images, to images of plagiarism transformation test.
