With the rapid development of wireless communication technology, to provide users with high rate and high quality of service anytime and anywhere is the trend of the development of the heterogeneous network. In heterogeneous network environments, there is a big difference and complementarity in the network architecture, servers support, coverage and quality of service among networks, so the traditional homogeneous network admission control can’t satisfy customers’ diverse needs. In order to improve network resource utilization, increase the system capacity and ensure user’s quality of service, heterogeneous wireless network admission control algorithm has become a hot research recently.Firstly, this thesis discusses the key technologies of heterogeneous network integration and heterogeneous network wireless resource management model, and then the research status of heterogeneous network admission control algorithm are analyzed and summarized, aiming at solving the shortcomings of the current research of the proposed admission control algorithm based on QoS load balancing lastly.The algorithm considering the user’s service quality and network load balancing, achieve users and network comprehensive benefit maximization. Algorithm is mainly composed of TOPSIS multi-attribute evaluation and load balancing strategy. First of all, in order to meet the user’s service of quality, apply the TOPSIS method for the user to select the optimal network. TOPSIS method of multiple attribute evaluation is based on the evaluation index of each network and the weighted Euclidean distance between ideal solution and negative solution. The compare of close degree between access network and optimal solution, as the standard evaluation reference of the network quality. Secondly, considering the network load balancing, this paper introduces load balancing mechanisms. When a user access the optimal network, if the current network load rate is lower than the threshold, the network will accept the user’s access request; if the current network load rate is higher than its threshold, the load balancing mechanism will transfer the new calls to other networks.The simulation compared with two reference algorithm: one is the admission control algorithm based on TOPSIS, the other is based on joint optimization function. Obviously, the algorithm of this thesis have more advantages, it can maximize customer satisfaction, at the same time give attention to the network load balancing. It can improve customer satisfaction, reduce the system call blocking, improve the system throughput rate, improve the system of resource utilization, finally, optimize users and network comprehensive benefit.
