The Library Consortia Strategic Environmental Research In Faceing Southwest Opening-up

Along with the further implementation of opening-up strategy, China will continue to advance the exchanges and integration in the surrounding the country’s political, economic and cultural. Under this background, the construction of facing Southeast Asia, South Asia’s cross-border library consortia is a necessary choice to keep up with the trend of the history of library development in our country.In this paper, on the basis of the research on the library consortia, strategic management theory, based on the idea of strategic environment analysis, emphatically build cross-border related influencing factors of library alliance in China were analyzed. First, we analyzed and summarized our country’s own political, economic, social and technical environment by PEST analysis tool. And then analyzed and summarized India, Singapore, Malaysia and Vietnam’s political, economic, social and technical environment.Strategic environment analysis is the premise and foundation of strategic decision, based on the previous analysis, in the last part of this article, put forward the our country to construct a cross-border library consortia should take in the southwest of the four types of strategic choice. Through research and analysis of this article, in order to clear up the thoughts and to provide decision-making basis for the strategic development of library consortia in our country.
