It is the foundation of thermal power plants keeping running and production that the coal can be conveyed steadily and supplied normally. As the temporary place to storage c oal, an effective management of coal yard will be useful. Along with the development of process control and procedure normalization, the related information of every workflow i n the coal storage yard are accumulated step by step. And the information presents the ch aracteristics of large amount and complex, especially in the sample’s mining, making, tes ting and other processes. However, the present information management systems of coal yards are universally lacks strong generality, functionality and works with inefficiency. T hus it is hard to meet the requirements of modern production management, and it is quite imperative to make the coal yard’s information management more systematic, informatio n-standardized and normalized.Moreover, it is time-wasting and energy-consuming in previous manual or semi-automated sampling at the coal-sampling procedure. These methods select samples un-randomly, and thus with a disadvantage of easily leading to opportunistic behavior occurs. The full-automated sampling works excellent in solving these problems. But when it comes to the full-automated sampling method, the positioning of compartments with high accuracy is the basis of accomplish sampling and thus it is critical to solve this problem.Firstly an image processing method was adopted to solving the problem of full-automatically positioning compartments. An optimized Canny edge detection algorithm was used aims to identify the position of compartment in the image more effective, the sampling positioning more prompt and more accurate. The used method eliminates the drawback of previous coal sampling that proposed in the above.Secondly, analyze the existing coal enterprise’s influence on every procedure in coal’s management and the problems in the existing information systems. Then, list out the actual needs of each department’s information management system after practical investigation and research on whole process. According to the information related theory and method, combine with the problems that may confront in the developing, implementing and using process of the coal management system, we accomplished the system’s analysis, planning and design, effectively solved the "isolated" problem which results from every department’s data circulation unfavorable, and realized coal’s quality testing with the result of greatly improved the efficiency of information management for coal yards. The administrative cost reduced, and unified the leadership and planning.
