As early as February 9, 1999, the State administration for Industry and Commerce of the People’s Republic of China issued a unified telephone number "12315" to harmonize consumer’s complaints, in the meantime established "12315" telephone connection command center from place to place.The 12315 center have worked hard to safeguard consumers’ the rights and interests, playing an important role in crack downing the violation consumer rights and interests of undesirable businessman.Now the "12315" number is not only a telephone number for consumers to complaint, but also developing into a familiar and well known command number just like "110", "119". When in trouble, it has become a trend to look for Industry and Commerce. The 12315 telephone number now is not only a window for the people who need business service, but also a "pre-people project" to contact with the masses of the people. To strengthen the construction of the 12315 center, it uses the statistical work of 12315 system information, and regularly publishes hot issues and difficult problems of consumer rights and interests maintenance. This can make the work more effectively. On technology selection, the 12315 information system in this article, have select J2 EE technology which has the strong portability, security, and reuse in current time. In order to reduce the cost in the process of development, improve the efficiency of application development, we use the Spring-Framework for Framework, using Hibernate for data persistence layer management, and using the Struts for MVC development pattern. Commonly known as Hibernate + Struts + Spring model.This paper is starting from the work of the author. First, the background and significance of the 12315 information system are expounded, and then the MVC pattern and J2 EE technology involved in the related technologies are analyzed in detail, then the author analysis the system demand of 12315 information system construction and the management situation, which is based on the Changsha Industrial and Commercial Bureau. The main function of the system is divided into accepting processing module, SMS platform module, data analysis module, query module, etc. Accepting processing module of this article is mainly researched and implemented. The design and implementation of Accepting processing module of “12315”, including the registration center, distribution center, the examination and approval center, feedback, comprehensive query, statistics, performance appraisal, warning center, the design and realization of the system management module. Analyzes the function of each module and the logic relationship to design the database, using the business presentation layer, business logic layer and data access layer, three layer model a for system design. At last, the actual test shows that the system is safe and reliable, and it can meet the demand of the 12315 center in Changsha Industrial and Commercial Bureau.
