Personal health records are the records of changes in every person’s physical signs in his/her life span and such personal health information as personal history, previous medical history, medical history of family members, history of present illness, results of examinations and inspections, as well as the prescriptions, medical records, etc. in personal treatments in medical institutions. Based on information technology, electronic health records are the electronic versions of residents’ health records; including data collected from the information systems of various institutions, electronic health records can support residents’ health care and health management by providing necessary information resources.This topic is inspired by an application software project of The Health Bureau of Yinchuan, which is aimed at establishing a medical service platform based on the health records of urban and rural residents in the whole Yinchuan City. The purpose of this project is to, through mainly solving the problem of collecting and sharing electronic data in health records, provide all medical institutions with the service of health records sharing and achieve the exchange of data in resident health records among all medical institutions. In this paper, domestic and foreign technologies, products and solutions in this aspect are analyzed; relatively mature theoretical systems, architecture blueprints, policy standards and implementation technologies at home and abroad are researched; by taking into account the characteristics of health-record data exchange within the scope of Yinchuan, detailed design is made from the aspects of system architecture, mode of data exchange, business logics, etc.; relevant core technical problems are solved, and complete solutions are formed. The main content of this paper is as follows:1. In view of the needs of the project, this topic offers communication services, registration services, browsing service, services in standards and services of security management to respectively achieve the functions of health-record data exchange, management of institutions and medical personnel, health record browsing, inquiry about national standards, control of security accesses, etc., with the purpose of realizing the exchange of data in resident health records among all medical institutions(hospitals and community service stations).2. The SOA architecture is applied to the project, and with the J2 EE technology architecture, services in all subfields are hierarchically realized.3. By using the Restful solution of Mule ESB, the bus for the data exchange is realized, so as to provide all medical institutions with interfaces for storing and retrieving data in the health records.4. The HL7 CDA development framework and technology are researched; furthermore, Java is employed for realizing the conversion between HL7 CDA documents and Java class, thereby reducing the difficulties in program writing.5. A health record browser is realized, on which various resident health records are integrated on a complete page, so as to facilitate the browse of residents and medical personnel.6. The protection of residents’ privacy that the health-record data, which is an important part of the platform, involves is also studied and realized in this research, so as to maximize the privacy rights of residents.
