With the strengthening of China’s social and economic development and national defense strength, the foreign forces and intelligence agencies espionage activities against China intensified. At the same time, IT equipment is widely used in production and business activities, and computer storage media and network storage has become the main medium of information, so that confidentiality IT equipment has become the focus of information security management. As a dedicated electronic device developed agency, WS Research Institute urgently need a management system of portable IT devices and found construction projects in order to meet the requirements of security management. The construction of the system will achieve tracking and control each state of the whole process of the portable computer use. It can efficienttly, convenienttly and transparently complete the borrowing, approving and query business process of the computer, and also meet the secerity management requirement.Based methods of software engineering, The thesis describes the system requirements analysis for secerity management. It includes the definition of a user, the analysis of the security equipment management business and related business process, and the requirements of system performance. On the basis of this, The thesis has carried on the system database design and functional design. It gives the database structure of the system and structure of the main database tables. In the functional design part, The thesis elaborates the system architecture based on B/S, and function module structure.It details functional design of the system’s main function modules, including the work list, system management, basic information database, equipment borrowing. The key system flow chart are also given key.The system uses B / S architecture. Development tools choose to use Microsoft’s Visual Studio 2008. Development language is C #. Database system uses SQL Server. First, we build a database system, and then the business logic is mapped to the system, completed the transpform the design to the code. The main realization effect and the code are given in this paper.In the system test, we firstly arrange the computer real network environment, and design the test case. Through the system functional testing and performance testing,it show that the system has reached the advance function demand and performance requirements of design. Finally we build the system.Through the system running, we can confirm that the system achieve the desired goal:(1) Strengthening and sharing basic information management in portable computers, improving the efficiency of computer usage.(2) E-electronic borrowing process of portable computers to convenient user, improve process efficiency and improve customer satisfaction.(3) Strengthen the portable computer usage monitoring, achieved security management requirement.
