The settlement between telecom networks has developed for about 15 years in China. Since the end of the last century 90’s, domestic telecom industry has experienced several recombination. Settlement between the operators also begins to expand after the recombination. In view of careful analysis of the characteristics of the network business,we set out to work on project analysis and complete the subject.Starting from the settlement business between networks, this paper analyzes the agreement requirements about the settlement between networks made by MIIT, and learns the settlement system specification of operators; in addition, it also analyzes the business of settlement between networks and obtains the business requirements of settlement between networks. The system design is followed by requirements analysis.General design makes a top system design of organizational structure, logical architecture and physical architecture; besides, it gives a brief description to the system framework. Detailed design considers business details more meticulously. According to the characteristics of the business, the detailed design is made by the combination with functional and nonfunctional requirements, which increase the functions of file process scheduling, shared memory management, etc. Finally, the system coding and testing are completed on the basis of the detailed design; besides, the parameter-driven, settlement system between networks is formed.The project gets a good mastery of the characteristics of the settlement between networks business. The system has brought good effect after launch, effectively supporting the network settlement business. With parameters as the drive, it has realized the fast support of new business. The integration of construction achieves the sharing of maximum data, which provides the basis for market competition. The subject uses the algorithm of binary tree and binary algorithm to improve the efficiency of system process and reduce the workload of artificial maintenance.Considering the characteristics of network connectivity between businesses, it adopts the idea of analysis and design, development technology and development tools during system designing, all of which are more popular at present. In the phase of design and analysis, the object-oriented analysis and design techniques are used.
