Metamaterials and its new new electromagnetic property attract more and more attention, such as left-handed materials and negative refraction behavior. On the other hand, the electromagnetic wave in each of the frequency has been widely used in space exploration, Marine underwater and underground remote sensing.These researches and application are also relating to electromagnetic loss. So it is a problem to be considered that how electromagnetic loss affect electromagnetic wave propagation in the lossy media and at its interface.In the lossy media, the parameters of electric field and magnetic field are not synchronized change, which lead to new spread properties.
