With the rapid development of mobile internet business and diversification of mobile business in China, a higher requirement is demanded of the quality of mobile communication and communication transmission. To improve the user’s experience and thus promote enterprises’ core competitiveness, mobile operators have increased investments in mobile base station construction, and the construction, and management of mobile base stations, therefore, is an important responsibility of mobile operators. However, concentrating theirselves largely on the customer development and service innovation, the mobile operators are far from putting sufficient emphasis on the management of the mobile base stations, which, without support from informatization, leads to poor management of the base stations and increasing costs over the years. Of the expenditure structure, electricity expenses account a considerable proportion, and, furthermore, base station equipments need to be better powered. It is, therefore, necessary to take advantage of the information technology and achieve informatization, intellectualization and standardization of the management of the base station power. It will not only provide good electricity environment for base station equipment, but also reduce power consumption effectively through efficient management, achieving the goal of energy saving management. Therefore, the development of electricity information system for mobile base station is of vital significance.Electricity information system was developed in response to practical needs of the Liangshan Mobile, the branch of China Mobile Group in Lianshan, making use of such technologies as ASP.NET, SQL Server 2008 database management system, and AJAX. It has built a station power information system based on B/S and C/S hybrid architecture. Considering users’ demands, the system, in line with the principle of “high cohesion and low coupling”, has five modules, namely, the base station organization management module, base station power equipment management module, base station power information management module, the temperature and the base station security monitoring module, and system management module. These five modules cover the whole process of the base station electricity management, helping realize the information management of electricity consumption of Liangshan mobile base stations. At the same time, through GPRS acquisition terminal, the system can collect the electric energy data, and monitor circuit, power quality, temperature and security, thus realizing the intellectualization of electricity management of base stations.The thesis, employing the process specifications of software engineering, introduces the development cycles of electricity management in base station. First, it intrudes the backgrounds of this system’s development and base station electricity information system and, as well, includes a brief review of researches both in China and abroad; Secondly, based on the actual experience of Liangshan Mobile, it differentiates between the functional and nonfunctional requirements of base station electricity information system and, in response to the different requirements, carries out the general design and detailed design, and thus puts forward solutions for the base station electricity information system; Lastly, based on the selected software development technology, it puts into implementation the system module function: The system, using black box testing and load testing tools, conducts strict tests on its function and performance, and concluds that it reaches the required target both in function and performance.
