The flash flood is a kind of destructive hazard and it is difficult to forecast. So how to find out the most reasonable evacuation routes and guide the people in the hazard areas to shelters with the methods of emergency evacuation has been the most important problem before the flash flood approached. At present, the traditional solution is to carry out the emergency drills to make the people familiar with emergency evacuation plan, and as well to verify the plan. But there are many disadvantages with the traditional method, such as:the drill form is single and expensive, participation degree is low and it is easy to become a mere formality. So the actual application effect of the emergency drills was affected.This paper carried out the research on the technology of simulating the emergency drill of flash flood based on serious game. Firstly, a virtual scene is the basis of drill, so a 3D geographic scene with real geographic coordinates was established in the game engine by the method which integrating GIS software with game engine based on the digital elevation model (DEM). And then the flooding model was constructed to emulate different flooding situation based on the 3D geographic scene.Human behavior in the evacuation process is a very complicated process. In order to reflect the behavior in the evacuation process fully, the method of Agent Based Modeling and Simulation (ABMS) was proposed to simulate the evacuation behavior. Because the ABMS model can analyze the effects of individual physiology, psychology and environment factors during the evacuation. In order to educate and train the more users, the method of Role Playing Game (RPG) was proposed. And the RPG was split into three roles:the decision makers, victims and rescue workers. The different role had the different function modules.Finally, the emergency drill emulation system of flood hazard based on serious game was developed by Unity3D game engine based on Client/Server(C/S) structure. And this system has taken advantage of serious games to train and educate the users, and check whether the flash flood emergency plan was reasonable, and as well to provide help for more effective plan and help for the decision of the government.
