With the development and application of information technology, the traditional media leading by the government loses its monopoly and predominance in information transmission process. The rise of new medias such as Wei bo,We Chat, etc., make the traditional unicast spread become multicast spread. And the information will be diffused quickly through new medias. However, hearsays and rumors that will cause emergency will also be diffused, and even will lead to double-dip crisis of sudden emergencies. But the goverment still publishes the information about engineering emergency in traditional and unicast way to stablize the social opinion and preserve the government image,has failed to adapt to the new forms of media. What’s more, some sensitive information is covered. So the public contradict this action and the government authority is reduced. Under the circumstances, misleading information can be distributed and accessed by new medias, that means the false information will dominates the social opinion.Then the emergency responders have to deal with the censure and prejudice by the public besides the the emergency. So the rescuing actions will be influenced. This paper think that the root cause of this kind of information dissemination confusion lies in the imbalance between the government, the media and the public interests during the information dissemination process.In order to strengthen the communication between the government, the media and the public, while promoting the authenticity and transparency of news reports, creating a public opinion environment which is conducive to emergency rescue, this paper puts forward a research framework for engineering news crisis communication.It’s bases on the communication theory of crisis and emergencies, and combines the stakeholder theory in management science. Then it analyzes characteristics of the engineering emergencies and features of new media network communication, summarizes the crisis information dissemination problem in the current engineering emergency, perfects the traditional information dissemination standards, puts forward nine criteria of engineering emergency crisis information dissemination, and verifies the rationality of this set of criteria through questionnaire survey. The questionnaire uses “Likert five-grade scoring method ”to quantify nine factors affecting scale and engineering emergency crisis information dissemination scale, carries out quantitative analysis, adopts SEM method to process and analyze the survey data. The result proves the rationality of the nine criteria, and show that it could achieve real transparency, promote social harmony.The nine criteria proposed in this paper are based on the perspective of "engineering" emergencies, which would deepen the research of crisis information dissemination. Meanwhile, this paper breaks through the unilateral research method focusing on "public relations" in traditional research method, adopt the three-dimensional method to analysis the performance of "all stakeholders" durin the “whole process of the engineering emergency information dissemination",. This paper argues that the proposes criteria can be used to cope with engineering emergency information crisis, and will also plays a significant directive role in the public relation issue processing of engineering emergency information.
