Efficient video coding HEVC is a new generation of video coding standard which is newly released in 2012, as a result of relatively good performance compared with the old standard, and people’s demands for high definition video is higher and higher, HEVC coding standard will be widely applied in people’s life. In the actual application, how to guarantee the encoded video quality under the limited bandwidth is an important research issue, which is called the bit rate control technology.In video coding, how to reduce the number of bits needed for video compression combined with the characteristics of the image,without changing the premise of image quality is an important direction. This paper made the following several aspects of research. First, the sobel operator is used to calculate the pixel gradient values to achieve texture detection in video image, and using the motion vectors that HEVC coding produce to detect motion region in video. Second, the image texture and motion area that the first step detected, can be regarded as the image’s characteristics.combining these two characteristics with HEVC coding and research the rate control technology of HEVC, then gives different weights to the different area’s biggest coding block of the image and design different bit rate allocation algorithm, and assign a different encoding bit rate. Third, by using motion and texture area, on the basis not affecting the video subjective quality, adjust the quantization parameter of HEVC video coding and reduce background region.Through a large number of experiments and data analysis, the second step’s algorithm and the third step’s algorithm that this paper puts forward has a better effect, compared to the original HM13.0 algorithm.it has meeted the indicators of performance evaluation, and has a certain application value.
