Due to the important geographical location, management work of Jinzhou port has been paid close attention to by local government. In order to improve the transport capacity of the port, in recent years, the construction projects of port have been carried out and, which has brought great pressure for port ‘s daily work, especially in the management of the engineering project implementation process, due to involving many departments and construction units, management having certain problems. In this thesis, designed and implemented a port construction management platform based on B/S model, mainly about the management for the port construction project, including the implement of project business process, and realized the dispersion in the process of project implementation and data unified management and effective integration, aimed at resolving the current management existing in the management of scattered, inefficient, and other issues. The system design mainly includes the following contents:1. In order to improve the information openness of port construction project management process, designed a port construction project information release function module including the port information publishing and information query preview operation.2. Designed and implemented a port construction project examination and approval administration function module, through the functional module, the user can realize the information acquisition of project application, submit and online audit operation.3. Designed and realized a port construction project process supervision function modules, including two of the project progress report and process supervision function operation. Through the realization of the function of this, the user can submit online project schedule, other users can view the progress of the online, oversee operations.4. Designed and implemented a port construction project acceptance function modules, including the project acceptance and materials collection two functions. Through the function module, provides the user online project acceptance materials collection, upload, and project acceptance results online entry and storage.5. Designed and implemented a port construction project information function module, departments, staff, mainly including the project, such as basic information to add, delete, data manipulation, etc.In this thesis, according to background of port construction project management platform, system design includes client and server program two parts, using HTML and C# technology to achieve the design of client and server program. System design was according to the work plan, and passed the system test.
