With the continuous deep developing of the information level, e-government affairs gradually go into the people’s sight, e-government affairs is the use of modern computer technology, network technology and communication technology to achieve the government’s working process and organization restructuring and optimization of the structure, the government office is not limited by time and places. It is a simple, efficient and fair mode of government office, the government provides a high quality, efficient, transparent, and standardized service for the people, thus it achieve internationalization of management and service level.This paper is based on Shanxi provincial government official system. Shanxi provincial government official system is applied in the provincial government, document management is one of the subsystems, and the application of e-government system for Shanxi Province enhances the efficiency of government office to a large extent. The implementation is a unified management, efficient operation, the system is easy to use, safe, and fundamentally improve the level of the government office. Shanxi provincial government office system includes nine subsystems, they are document management, key work, task assigning, personal information, supervision management, level 3 contact, Internet alerts, target responsibility system and leadership agenda. The nine subsystems of shanxi provincial government e-government system work together. It realizes the unification of the government departments work platform.(1) At the beginning, we conduct a survey of the system, the document management subsystem is divided into four modules, they are document receipt, incoming file management, dispatch file management and report for instructions respectively.To designing the system we select several related technologies at the same time, including the B/S structure, J2 EE platform, Tomcat server, Oracle database and introduces the several major technology.(2) The system is designed. The overall structure of the Shanxi provincial government office system consists of four levels, from top to lower is the client layer, business logic layer, application platform layer and data layer. Client layer is mainly the client computers, including desktop computers, and to support mobile notebook and tablet. The business logic layer is all sorts of application functions. Main application platform is the Tomcat server system. Data layer is the system of database system. The detailed design of the system includes activity diagram and the database tables.(3) After analysis, it is implemented the office system, firstly this paper introduces the environment of system implementation, and then the realization of each module are introduced from the angle of the functional modules. The main implementation is log in module, leading to sign file of leading, receiving and dispatch management of files.(4) The system function and performance is tested, the conclusion of the test for the function of the system can meet the demand of the Shanxi provincial government office, the performance of the system is in accordance with the established goalsand running effect is good.(5) At present, Shanxi provincial government office system has been used in Shanxi provincial government, the system got consistent high praise of the provincial departmental level and the subordinate section, this system has friendly interface, it is easy to use, efficient and can enhance the office efficiency of the provincial government. It achieved the purpose of serving the people better, has far-reaching significance.
