At present, with the scale of the college and student enrollment expanding, the number of students Increased two or several times than the end of the 1990s. It has brought much pressure for school management, especially the management of party affairs encounters a lot of difficulties. If we still use the manual way to finish the party affairs, the way of party work used still by the manual way, or just simply use the office automation software, to party affairs, the efficiency will be very inefficient and easy to make mistakes. How to improve the efficiency and reduce errors has become the primary task of the party management. At present, many companies or enterprises have used the party affairs management information system, then the problems of management efficiency and error-prone problems are solved largely. However, these systems have the characteristics of general and generalization. According to the characteristics of many college students, and party members the mobility is also very large, the function of the party affairs management system is insufficient in this regard, so it has very important significance for the development and design of party affairs management system based on the characteristics of colleges.At first, this paper is based on the party management system development of Nanchang Institute of Technology, it analyze the problems existed in the work of party affairs management and the necessity of system development, according to the specific situation of the college. Then it make a concrete analysis of the party affairs management businesses and business rules. The work of the organization development is the core of college party affairs management, and the development process of the party members is the main line of the party/organization development. On the basis of business analysis, it analyzes the system’s overall functional requirement and functional modules, and the role of the system is determined by the four roles which are requirement Party committees, such as Party branches, Party members and system administrators. The business process is analyzed in detail. The use case model is built by using UML tool. The system architecture uses the structure of B/S and entity ER picture is used for the data concept design. C#, AJAX, ASP.NET, ADO.NET and database 2008 are used in the development technology, the MVC (model, view and controller) architecture is adopted in the design model, which makes the system development more efficient and easier to test and division of work.By the realization of the college party management system, it’s useful for the colleges which have many party members with large mobility to realize the intelligent management of party affairs. It effectively solves the shortage of manual management of the party work, and it will make the party work scale another new height.
