While the portable terminal combined with the latest image processing and communications technology, will be transmitted through the network of video information to a mobile terminal, for the realization of the people at all times to monitor traffic conditions, household and other information to provide inexpensive and efficient and feasible solutions.This article is designed and implemented a system based on Android client terminal software for audio and video, the client completed a major review and receive real-time video features real-time voice communications.This paper describes the first time the need to use the software development of various technologies, including the interaction between the G.711 speech coding technology, H.264 video decoding technology, streaming media technology, mobile client and server required SIP protocol.
