China’s mobile communication after nearly 30 years of development, has experienc ed from analog to digital, from voice to data, from simple calls to the whole business n etwork several times. Since the 1990 s, mobile network service was depended on the 2G communication network because of its highly stability character and mature technology. Due to the increasing demands of customers, 3G and 4G technologies were innovated an d utilized to improve current network capability for new various communication services.At present, 2G / 3G / 4G/WLAN networks are coexisting and playing different roles in the mobile communication market. This paper mainly aims at the development strategy of China mobile, takes a city as a case, on the fourth network of integrated planning, t o elaborate mobile business development process encountered problems and solutions, an d expand to the integration of industry applicationsThe 4G network is designed and innovated to process high volume data stream whi ch cannot be processed by the 3G network. 4G has to do further “deep, thick and wide coverage.” With the future of the scale of the country’s Vo LTE commercial, GSM netw ork as the voice bearer of the main network positioning will be changed, TD-LTE beco mes both data and voice capacity of an efficient network.2G positioning for the voice of network, city of network as a volte, industry due t o the advantages of 2G coverage and voice business, the transition period compared to t he 3G network will also with 4G networks coexist for a long time; 3G as a transition network will gradually withdraw network, voice and data traffic has been diverted to the4 G network; 4G network positioning fine network, with Ministry of TDD / FDD 4G d ual license issued, considering the TDD / FDD fusion network 4G network collaborative planning and construction; WLAN network to do for the business data of network, acc ording to the situation timely adjustment, appropriate triage.This paper judges on the basis of the present network scale and operation data, co mbined with the development of local industry, economic status and geographical environment factors, at the same time, the application mobile on the network construction strate gy and development direction, nearly two years of network data as the basis, for the ne xt five years of business development goals to predict, which contains a number of cust omers, call and data service traffic information.Planning the first year of the detailed planning, detailed planning needs of the scen e, network planning, the scene is divided into urban, rural, transportation routes, tourist attractions, room grading, networks are the TD-LTE, TD-SCDMA, GSM, WLAN networ k, and thereby extending the expansion of TDD, TDD / FDD dual band network, new t echnology application. The main technical means for the use of system simulation, data analysis, data flow analysis, data flow analysis, stand distance comparison, the first year of the construction plan. The main software used are Atoll, Mapinfo, earth Google, exc el stand distance calculation macro, etc..
