| With the rapid development of economy and improvement of people’s living standards, the number of automobile is increasing continually and automobile has become indispensable for people’s living. The increase of the number of automobile has led to serious road congestion and frequent disorderly parking phenomenon. To solve the problems of traffic jams, parking where prohibited and inconvenience of traffic police enforcement, this paper designs an illegal vehicle management system based on Android platform, which can easily manage illegal vehicles and improve the efficiency of traffic police on duty.This paper designs an illegal vehicle management system based on Android platform, which is on the basis of a license plate recognition algorithm and applies computer vision and image processing technologies. This system captures images of illegal vehicles by Android mobile and recognizes license plates of these vehicles and records illegal information of these vehicles. This system utilizes TCP communication technology to connect mobile terminal and server. Then illegal information can be uploaded to the server and we can query and manage illegal vehicles by this system. The main contents of this paper include the research and improvement of license plate recognition algorithm, license plate recognition program design on Android mobile client and illegal vehicles management system on the server:1.The research and improvement of license plate recognition algorithm. We firstly process vehicle images to obtain enhanced image, and the processing operations include gray processing, binary processing, edge detection and morphological operations. Then we locate the position of license plate by the means of combining texture characteristics and vertical projection, segment characters by vertical projection technology and recognize characters by template matching. Finally, we can obtain the information of vehicle’s license plate. The algorithm proposed has achieved high recognition rate and fast recognition speed, which can be applied in actual license plate recognition systems.2. Design and realization of illegal vehicle management system based on android client. The part uses the JNI function of the Android platform to realize the transplantation of license plate recognition algorithm, and realize the violation of license plate, vehicle license plate recognition, violation information recording in android client. In order to improve the work efficiency, the software also has the function of manual correction when the license plate recognition result is error.3. Design and realization of illegal vehicle management system based on MFC on the server. This part firstly designed the illegal vehicle management system based on MFC, which has two functions of user and administrator, and build an illegal vehicles management database. The database include the basic information about vehicle, basic information about the owner, and the vehicle’s illegal information. The communication between the Android mobile terminal and the server is realized by TCP communication protocol, which send the Android client illegal information to the server.This paper designed an illegal vehicle management system based on android, and integrated the violation of license plate, vehicle license plate recognition, and illegal violation information querying, which can more accurately identify the license plate number information. This makes it convenient for traffic police to manage penalties for illegal vehicles. The owners of illegal vehicles can also login system view their illegal record. |
