The intelligent transportation system, which integrates information technology, communication technology, control technology, artificial intelligence technology and transportation technology, can initiate accurate traffic control efficiently on a large scale in real time. With the development of network in geographic information system, a new development idea was proposed for information management of highway. Anhui Transportation Holding Group Co. LTD Wuhu management department currently supervises and maintains 186 kilometers expressway that straddles 4 regional level cities which contain Xuancheng, Wuhu, Tongling and Chizhou. At present, the highway information-based management under Wuhu management department is in the relatively backward state, the main problems include cluttered interface management, confusing regulatory process, non-unified data standard, the duplicating collection of data, the lack of real-time data, poor GPS positioning technology, low positioning accuracy, high latency, poor portability in cross-platform etc. To solve the above problems, the technologies in web page, GIS, database integration, GPS position should be accommodated seamlessly. Therefore, this paper undertook a study of the key technology of the highway management platform based on GIS.In the aspect of integrated design of system, the highway management platform adopted B/S network structure module, besides, GIS was utilized to realize visualization and query statistics. Moreover, the J2EE platform was taken as the core architecture of the system, and the main function of the system was exhibited based on the Spring Web MVC frame. In the aspect of database design, the spatial data and the attribute data, two kinds of designed data, were analyzed on their characteristics. Furthermore, depend on the characteristics of two different data, the databases were designed respectively, through the ArcSDE technology, two kinds of database were integrated to build a spatial and attribute database for GIS. In the aspect of development of interface, the four subsystems that include the road production operation module, the maintenance operation module, the interdepartmental coordination module and the map service module, were designed in details of business process. Moreover, in this system, App terminal and computer platform were developed, GIS visual interface can provides accurate target location information for different layers.In order to get the state of the vehicle, all the vehicles from Wuhu management department should be loaded GPS terminal for tracking, positioning and the inquiry of status information. In order to improve the accuracy of GPS in positioning and tracking, the comparison on target location and tracking between nonlinear filtering algorithms——the Extended Kalman Filter (EKF) and the Unscented Kalman Filter (UKF) were emphatically analyzed in the simulation experiment. The Interacting Multiple Model (IMM), which was built instead of single model, was tracked after the filter estimation from the EKF and the UKF separately, whose results about the contrast experiments between IMM-EKF and IMM-UKF algorithm verified the superiority of IMM-UKF. On this basis, RTS smoothing algorithm was introduced, the experimental data show that the excellent estimation accuracy and robustness of IMM-UKF-RTS and IMM-EKF-RTS after the smoothing of RTS.
