Children are the flowers of the motherland, the cultivation of flowers need concerted efforts of everyone from society, and creation of the children’s library is one of the essential part of this process. Due to the unique psychological characteristics, growth habits and behavior patterns, the children are different from adults. Therefore, the methods adopted in the education of children must be targeted and guided.The start point of children’s library setting up lies in how to better guide children to access books reading,and to roam in the ocean of knowledge.There set full of interesting and demonstration in specific activities, can well done to school education, even in advance to pave the way. So, the construction and development of children’s library is a necessary part of the cause of children’s education.Under the background of the information society’s construction, the digital construction of the children’s Library in China has ushered in the window period of rapid development. Due to various reasons, the digita construction of Chinese children’s libraries lack of unified planning and coordination.The schedule and scale of the development of thedifferent areas are not the same, and therefore the construction presents the unbalanced phenomenon—local development is good, the overall development is lagging behind.On the other hand, due to children’s Library reserving in the traditional service mode and work flow, leading to readers lie in the utilization of digital library resources with all kinds of inconvenience. This phenomenon belongs to the typical passive library ecological environment, the use demands of readers are neglected and lie in the state of asymmetric information. Therefore, children’s library digitization construction has become increasingly prominent the necessity and particularity. The necessity presented that children’s library using information technology to digital upgrade is the trend of the times. The digital resources’co-construction and sharing conforms to the fundamental interests of all children’s library; The particularity presented the digitalization construction of children library shouldn’t only starts from the high technical level of blindly pursuit, but should bases on the perspective of children readers, to emphasize the digital technology familiar degree and operability of children readers. In short, the key of children’s digital library construction lies in how to change the traditional working mode to digital service mode, to change the passive library to the new open-library with the reader driven, the new composite type of library librarian, digital resources and service convenience.This paper is divided into six chapters, the first chapter focuses on the digital construction of the children’s library, discusses the research objectives, research significance, research contents, research methods and innovation points. The second chapter analyzes the necessity of the construction of Digital Library in our country. The concept of Applied Economics terminology "information asymmetry". It is pointed out that children’s digital library construction are facing special difficulties, mainly more prominent is between readers and libraries in the information asymmetry phenomenon, such as position information asymmetry; asymmetric information sharing; mutual information asymmetric. Although visible digital construction has been carried out, it did not truly driven by readers of digital technology application, which were still stay in Library dominated hard use, lack to readers use demands of the inquiry, also the lack of tracking survey of the current application of digital technology. Therefore, better carry out children’s Library Digital construction is very necessary. The third chapter through carries on the investigation and study to the our country 105 independent system of children’s Library and the 35 national first level of the children’s library digitalization construction situation, to overview China’s independent system of children’s library digitization construction status. The fourth chapter points out problems existing in the current our country independent system of children’s library digitization construction, such as awareness of children’s digital library development enough, lack of unified planning and coordination, lack of continued construction of hardware and software, the lack of professional vocational and technical personnel. In the actual practice, the university library is in the forefront of digital construction, the provincial public library and professional library is in second stage, the children’s library is the most backward situation. The fifth chapter, according to the present our country independent system of children’s library digitization construction, explores children’s Digital Library Construction Development Strategy:to develop children’s digital library construction of a national unified planning; to integrate digital resources in various areas, and share information resources; to promote the use of various technology for the digital information; to train professional library staff.The sixth chapter is a conclusion, pointed out that our country children library digitization construction not only needs to develop vigorously, but also needs the standard development. On the basis of unified planning and coordination, trying to make around the children’s Library towards to create a corresponding cross regional, all-weather, composite type, barrier free digital library development. It is really contributing the force to the children’s education of the long-term development.
