With the increase of crime rate, the policemen at all levels face not only great work pressure, but also risks of their personal safety anytime. Under these pressures, many policemen got sick, injured and even killed. However, due to the imperfections of the existing provisions, police officers who need help can not receive a good relief which result in poverty to some of them. Shandong Police Mutual Fund compensates for the institutional deficiencies and is to give a hand to policemen who need help by charging them each year as the fund.Traditional paper-based office has problems such as vulnerability, sharing difficulty, inefficient data transmission and poor information retrieval. Digital office is imperative. Because of updating difficulty and poor adaptability of C/S system structure, the mutual fund management system adopt B/S structure. The thesis adopted the design concept of existing management system, use UML as modeling means and use ASP.NET as a server-side programming language under five-layer system architecture.The main contents can be summarized as follows:Firstly, the thesis conducted the requirements analysis of the police mutual fund including requirements elicitation and requirements analysis modeling. It generated the use case model in the requirements elicitation phase which identify the system functional requirements. In the requirements analysis modeling phase, it got the activity diagrams of each use case which clarified use case detail and initially formed analysis class model which lay the foundation for the system design.Secondly, the process of system design. This paper described the system architecture design, that is, division of the system to five-layered structure and based on that for detailed design, re-optimized the analysis class obtained in the requirements analysis phase which materialized the entity class and control class and got the interaction diagram. It also completed the component diagram and the configuration diagram. Until now, the object-oriented system design is completed.Then the design of database platform. The thesis described the data requirements of the platform in detail and schemed, designed and optimized the database in accordance with the order of E-R model, relational model, model optimization and business rule optimization.Finally, introductions to the implementation of the system. This paper describes implementations of sub-modules of system including information management, payment management, change management and mutual fund management and technology and principles used in each module in detail.The Mutual fund management system has been launched which achieves the daily management and is very stable and reliable.
