With the rapid development of China’s urbanization, people’s property management put forward higher requirements, in order to meet the growing demand for the high life. For residential property managers, their work complicated, complex management, collection costs and cumbersome equipment maintenance, residential property management practitioners, large work intensity, but lower efficiency, higher and higher administrative costs. Residential property management to improve working conditions, improve the efficiency of property management, property management to reduce costs, this paper analyzes the status quo and development trend of domestic and residential property management, based on the actual needs of urban residential property management in our country, design and development the residential property charge management system to improve the efficiency of property management, which is an important indicator of property management and standardization, modernization.In this paper, the design and implementation process, using the Rational Unified Process (RUP) software development methods to UML modeling techniques for system modeling, in various stages of the system design using object-oriented design patterns, improve system scalability and flexibility, there benefit software reuse and improve software development efficiency. The system uses C # language, use the form Winform development, background database using MS SQL SERVER2014 Enterprise Edition. Meanwhile, in the system design process, considering both systems exist LAN, WAN network architecture and the presence of security and confidentiality needs, identify cost-effective security solutions.System core module comprising:a system under the authority of the staff and administrators of different, fully networked residential property management fees. Administrators can use personnel management, community information management module; staff can use the management renovation costs, monthly look-up table, monthly fees, charging statistics and system maintenance module. Cell information management to achieve the owner’s information management, the owners extended information management, Balcony information management, property management area. Renovation costs management to achieve a decoration cancellation fees, cancellation fees query decoration, decoration fees query, the return of decoration fees, fees charged decoration.
