With the reform and opening-up, the speed development of our country economy becomes higher. The enterprise needs more money for developing. The use of commercial drafts subsequently increases. However, t here are some shortages the bill tickets face, such as, difficult to identify, low efficiency trading and high cost for control. In order to meeting the demand of the current bill market and the development of economy, establishing electronic bill system has become one of the current mains technologies. As the bill market developing, it’s very important to build a national bill trading platform to face the actual demand.Therefore, it urges to bring out the electronic bills. Then we can establish a unified and national bill trading platform to adapt the development needs.This paper studies the bill market development history and status quo at home and abroad. Then it analyzed the process of the bill transaction and management. We get the requirements for system functional and non-functional. With the idea of modular design, the system is divided into several parts, including bill staging, acceptance, generation custody business, due/overdue bill processing, risk control and special business function module. Each functional module covers the bill transactions and managements. Meanwhile, it provides the corresponding function to complete the corresponding guidelines and the stateof the paper processing. And we analyed the non-functional requirements from hardware and software, this ensures to establish a safe and reliable system.Based on the requirements analysis, we adopt the flexible development system and widely use of J2 EE platform to develop the bill transaction and management system. Using B/S structure, manager can operate the system or perform system maintenance taks with the browser. We also use JSP to develop dynamic web page. Relying on the SQL Server 2008, the system controls and manages the critical data. It strengthens the supervision and ensures t he safety of operation or storage data.
