In recent years, emergency management research has become an important strategic task due to the frequent emergencies, which can cause serious damage to people’s life and social stability. Since emergency decision support system can effectively provide support for emergency management decision makers, thus the research of emergency decision support system becomes an import issue.Firstly, the structural model for emergency decision support system were analyzed in detail, and the design principle and function module Emergency Decision Support System. Further high-frequency data storage module and generating module were constructed. The details are as follows:(1) In the era of big data environment, how to effectively store these data and use them has become a serious problem. In this paper, we propose a strategy which can effectively reduce the storage of the information-data and be verified by MATLAB.(2) Proposes a method based on the attribute set of target case to retrieve historical cases from the case warehouse, so as to get the qualified historical case to form a sub-case warehouse. Then, using G1 and Kernel Density based group decision method to allocate the weights of the target case’s attributes. Considering the features of numerical attributes and symbolic attributes, we use the corresponding similarity functions to calculate the similarities of cases under different attributes. Thus the similarities between historical cases and target case can be obtained. Finally, the historical response action to the emergency decision target case can be recommended according to the rank of their similarities. At the end, a numerical example is given to show the validity and the feasibility of the proposed method.
