With the rapid development of China’s higher education, students in colleges and universities increased dramatically. School as one of the most densely populated area,its security issues have been the focus of attention. In order to eliminate hidden dangers and build safe campus, an effective video surveillance platform need to be built to solve the above problems. Schools can also develop and dig deeper applications on the basis of existing video surveillance system to improve the management of students’ daily teaching and improve the level of school crisis management.In this paper, Fuzhou North Campus of East China Institute of Technology was chosen as the test sample, research on how to build video surveillance system based on WebGis. Several architecture of WebGis and its advantages and disadvantages was analyzed and a hybrid structure of combining C / S and B / S combines to build video surveillance system was proposed, this new ideas can give full play to the advantages of both integration. The system requirements analysis, design goals, network solutions,functional design and other aspects was researched in this thesis. Flex technology was used to developed B / S client. Arc Gis was selected as GIS development platform for its large versatility and better compatibility, and Arc Engine combined with C# of Visual Studio 2010 to Secondary development. The system Initially achieve the desired goal and can stably operate when testing machine, the function of basic map operations, the shortest path selection, area and distance measurement, analysis of the monitoring scope, real-time video display, video search and simple statistics of features can be achieved.The relatively simple design plan of the system, inexpensive construction costs and handy secondary development effective remedy the deficiencies of the existing surveillance system, and provides a good reference.
