Based on the method of content analysis, this article compares the reports about smog problem of China between Southern Weekly and The New York Times from January 1, 2011 to May 31, 2015, and then finds that both of the newspapers’ news frames depend on the relation among government behavior, economic development and people’s health. But there are some differences. Through the production of logic chain, the South Weekly has built up a peer picture of economic development and environmental protection in the leadership framework, and it points out the current smog problem just are temporary difficulties in the process of the development.However, The New York Times uses the framework of conflict to represent the contradiction between economic development and environmental protection on the topic of Chinese smog. It deems smog problem in china caused by rapid economic growth.
