Research On Public Cultural Service Innovative Mechanism Of County-level Libraries

“Public Service System of Culture” was first put forward on the Fifth Plenary Sessions of 16 th Central Committee of the Communist Party. The Third Plenary Sessions of 18 th Central Committee of the Communist Party further proposed the construction of a modern system of public cultural services. In promoting cultural development and prosperity, the basically established of the public cultural service system in our country and its improving construction laid an important foundation for the sustainable development of the public library.The goal of public innovative cultural services offered by county libraries is to meet the growing needs of the people, the implementation of the national cultural soft governance and the equalization of public cultural services requirements. At present, our country is in the period of economic development and cultural prosperity, traditional culture and modern culture fierce collision and blend, we have to innovate the concept, content and model of public cultural services in order to adapt to the current country’s overall economic and social development.This paper is based on the theory of public administration. The research subject is the public cultural service innovation mechanism of Shanghai Putuo District Library. The essay discusses the current situation, function position and the main function of Putuo District Library. It based on the innovation of library service satisfaction questionnaire and the interviews among readers and librarians. Combined with annual summaries and the data of standardization, the essay further summarizes the basic work of service innovation of Putuo District library and tries to find the insufficiency of it. The problems include the departure from demand orientation, the inefficiency of innovative service, the depth of innovative service and the improving of the service performance.Take Putuo District Library for an example, the essay further analysis the reasons of these problems referred of county libraries in our country, that is, the deviation of innovative service concept, the ineffectiveness of the management, the lack of human resources and effective service innovation evaluation. These four reasons caused the further development of County Library Service Innovation barriers. This essay tries to put forward some measures and suggestions through practical experience innovation mechanism of public cultural service of public libraries at home and abroad for reference. The goal is to provide some basis and reference for the future development and transformation of county-level libraries in our country.
