Internal control is not only an important method in modern enterprise management, but also a great act to achieve business objectives by proceeding business risk prevention. In recent years, many international group of companies are exposed incidents of stock plummeted and occupational fraud due to financial problems. China has also appeared a large number of accounting fraud cases, which reflect many negative economic phenomenons, such as distortion of accounting information, loss of corporate assets, and failure in the cross-level control. These phenomenons also disclose control deficiencies in some companies in our country. In the process of global economic integration, some well-known international companies are suffered from these phenomenons, many Chinese enterprises are not spared either. This sounds alarm for strengthen internal control and further improvement of business for Chinese companies.Nowadays, publishing enterprises are in the developing stage of the transformation into enterprises, the risk of financial problems will increase significantly when they start to face competition from the entire market. How to effectively avoid risks and how to achieve sustainable development are urgent problems in publishing companies. Based on the current status of publishing business, the author applied the internal control theory to the publishing industry by researching and analyzing "Internal Control- Integrated Framework" in American COSO, " Internal Control Standards" in China and the related guidelines. The constructed internal control system is developed based upon potential and current financial problems existing in the business, with the purpose of effectively preventing the risk of financial problems, reducing the operation cost, saving resources of enterprises, improving market response capacity and the competitiveness of publishing business.The ultimate goal is to achieve sustainable development of the publishing business.
