With the rapid development of mobile Internet, Location Based Servise(LBS) has gradually drew the academic more and more attention. Due to limitations of technology, traditional positioning technology can’t meet current needs, and the effectiveness evaluation system of positioning technology is not perfect, the existing evaluation system is not comprehensive and objective. Based on these problems,this paper proposes a kind of positioning fusion algorithm which bases on the distinction of surrounding, and gives the implementation for intelligent terminals, finally establishes a complete set of positioning evaluation system.Positioning technology which is by collecting some information around the point to be measured, such as electromagnetic information, image information to achieve positioning function. In general, there are a variety of information can be selected to improve the positioning accuracy of the system. Commonly fusion technology is Federal Kalman filter, which takes advantage of the observation vector to update the state vector, constantly update information assigned weights with the principle of information conservation, and use local optimal solution to achieve the global optimal solution. Federal Kalman filter is a better alternative to multi-source fusion positioning, but the Federal Kalman filter also has some shortcomings, large amount of calculation may cause lag phenomenon for some systems which update frequency slowly. Therefore, this paper proposes a simple and easy to implement multi-source fusion positioning algorithm in order to find a balance between effectiveness and computational.Select Global Positioning System(GPS), Wireless Local Area Networks(WLAN) fingerprint positioning technology and Inertial Navigation System(INS), which are commonly used by intelligent terminal, as three basic data sources for fusion. Distinguishing surroundings is according to GPS positioning results. Environment is divided into WLAN fingerprint positioning technology with INS fusion scene and GPS with INS fusion scene. Fusion algorithm is consistent in two scenes, which based on INS assisting other positioning technology. Relying on the characteristics of INS, which can support high positioning accuracy in a short time, to give the position of trusted domains, by correcting algorithm to make the final positioning result falls within this trusted. Then propose the specific implementation of the intelligent terminal(Android operating system) based on the above algorithm, and carry out experiments to give the level of positioning accuracy.Traditional effectiveness evaluation mainly focuses on the positioning accuracy, however, it ignores the statistical properties such as continuity and availability. This assessment is unscientific and incomplete, must measure all the effectiveness of the system, in order to give an objective evaluation. This paper presents a hierarchical progressive evaluation model, and analyzes the status of different effectiveness indicators in the effectiveness evaluation system. Given the statistical scheme of the positioning accuracy when the reference source exists and the positioning precision "blind estimation" method when there is no reference source. Propose integrity assessment parameters, give algorithm which is based on the "fusion positioning accuracy is superior to all fusion positioning technology in the integration of positioning technology in highest precision positioning accuracy probability". In certain conditions, integrity of the multi-source fusion algorithm can be approximated by the integrity of the highest positioning accuracy two kinds of technology integration. Finally, propose the plug and play evaluation method and verify by simulation.
