Port logistics industry is significantly in fluenced by international trading. Theunstable factors of worldwide econ omic situ ation has not been turned better, thebusiness risk of logistics entity is s till existing and un-ignored. W orldwide th einternational economy is recovering dilatorily than expected and the risk is increased,therefore the stable development of inte rnational trading has to f ace more risk andchallenge. Nationally to obtai n stable dev elopment of interna tional trad ing, thefoundation and advantages is existing, as we ll as cost raising pressure. The currentcost management system of our port-base l ogistics enterprises is shortage of systemintegration optim ization, forecas t and pl anning, with n arrow scope as m eanwhile.Also comparing with modern log istic enterprises, management system and backwardmode of port logistics enterprises is unable to adapt to inc reasingly intense m arketcompetition. With the development of market economy and scientific technology, portlogistics ind ustry shou ld s eek opportunities in a strategic perspective in order toimprove ef ficiency and reduce cos ts. It m eans that po rt logistics en terprises withindustrial particularity n eed to gain a co mpetitive advantage by using S trategic costmanagement.Strategic cost management is an ov erall control process for investm ent project,research developm ent and design, and produc tion and sale cycle. It analysis thefactors which effect cost through a strategic view, in order to detect the method of costreduce. The object is to obtain the permanent competitive advantage. This article willcombine strateg ic cos t m anagement theo ry and port-base logistic enterprisecharacteristic, and deep ly research the im plement. The goal is to im port s strategiccost management policy to port-base logistics enterprise, to promote competitivenessand maintain sustainable competitive edge.This article will introduce strategic cost management theory including definition,characteristic and advantage which is different from the traditional cost management.As meanwhile in this article the value-chain, competitive edge, cost driver will be thetools to achieve analysis fo r the logistic enti ties current situation. Basing on theanalysis of value chain and competitive status, the enterprise will realize the positionin the industry. After the im provement of current cost m anagement system, the enterprise will finally obtain competitive edge in the market.
