Large numbers of “professional towns”, a new form of economies whose assets varyfrom a billion to tens of billions of RMB, have sprung up since China’s reform and opening-up policy in Guangdong province, especially in the Pearl River Delta region. These towns arecharacteristic of intensive businesses, integration of production, supply and sales, and townbasis. After30years of development, professional town has become an important economicpillar in Guangdong province. Professional town has a large economy on the one hand, themajority belongs to labor-intensive industries, lies at end of the industrial chain, lacks of coretechnology, and has a weak overall competitiveness. Therefore, breaking the old path ofdevelopment, accelerating the transformation from labor-intensive to technology-intensive,updating core technologies have been major problems requiring instant settlement beforedevelopment of professional towns.At the beginning, the thesis introduces the development status of these professionaltowns, including the connotation, formation and main industrial types of these towns, and theeconomic contributions they made to the development of Guangdong. Following up, thethesis analyzes the problems and challenges these towns are facing in their development, andpoints out the urgency of the transformation and upgrading of professional towns. Then,meaning and formation mechanism of core technologies are analyzed, and conclusion isarrived at that core technologies share features of irreplaceability, time accumulation,uniqueness, gradation, and difficulty in introduction or purchase, etc.Finally, on basis of theproblems professional towns are faced with, and meaning and formation mechanism of coretechnologies, the thesis puts forward the following measures and suggestions fortransformation and upgrading of professional towns in Guangdong: cultivating scientific wayof thinking, nurturing awareness of core technology innovation, enhancing basic research,promoting production-study-research cooperation, improving efficiency of technologyintroduction, deepening reform of science and technology system, establishing a diversifiedfunding input mechanism for science and technology, intensifying introduction and cultivationof technicians, and promoting public innovation platform construction. |
