Research On Issues Of Administrative License Of The Quality Of Industrial Products Of Administration Of Quality And Technology Supervision Of Guangdong Province

Since thirty years of reform and opening up, economic and social structure in China haschanged greatly.With China’s growing economic strength and the improvement of people’sliving standards, the national and people’s attention to the quality of the products has reacheda new height. The Quality Supervision Department is one of the main department of productquality supervision.The main measures of product quality supervision includingimplementing the administrative permission of market accessing and supervising, spotchecking by product quality supervision, cracking down the counterfeiting activities,enhancing the quality of management, promoting the standardization of strategies and so on.The implementation of the administrative permission is one of the most important means ofproduct quality supervision which occupies the main status in supervisions of the industrialproducts safety, food safety and special equipments safety and measurement equipmentquality etc.. But in recent years, the data of food safety, product quality spot checks and thestatus of special equipment safety in Guangdong Province showed the quality of the productsis still a problem which can not be avoided. For example, adding illegally raw material infood, cutting down on materials and illegal operations on special equipments which bringheavy pressure for the supervision of product quality. It is necessary to recheck where theloopholes exist in the current administrative permission system and to improve them.The full paper is divided into five parts. The first part is introduction which brieflydescribes the background and meanings of the question and reviews theories on productquality supervision of domestic and foreign researchers and provides theoretical bases for thefollowing analysis. The second part is mainly introduced the concept and classification ofadministrative license of the Guangdong Provincial Bureau of Quality Supervision ofadministrative license and characteristics. The third part is the analysis of current situation ofGuangdong Provincial Bureau of Quality Supervision on administrative licensing work.According to the characteristics of administrative licensing work, it studied in two stages: thefirst of the administrative license, the administrative licensing examination analysis, pointedout the problem of abuse of discretion; and then on administrative licensing, namely onregulatory analysis, pointed out a mere formality, the daily supervision and inspection efficiency low problem oversight in the permit.The fourth part is to take reference on theexperiences of domestic and foreign quality supervision management by studying theresearch. The fifth part unifies the domestic and foreign experience, integration of thedomestic actual situation, proposed consummates the Guangdong Provincial Bureau ofQuality Supervision of administrative licensing,countermeasures to improve the effectivenessof the administrative licensing work one is from the review,condition,procedure,responsibilityin three aspects of system design to realize the regulation of discretion, two is the designinspection system reform and "producer--sellers--consumers" community managementmodel to realize the credit supervision goal. The sixth part makes the summary to this article,and put forward the problems to be solved in the next step.
