Department budgeting reflects comprehensive the development cause development plan.It’s an important measure to advance our country’s public finance system reforming. It’s anatural demand by establishing modernized public finance structure, as well as an effectivemethod to enhance the management and regulation ability of related departments and toimprove the finance capital utilization. Carrying out scientific, standardized and refinedmanagement has been a necessary choice of financial system reforming. Highway industry isthe fundamental business for our country’s social economy development, and is a strongpower for our country’s economy development and social advancing. As the owner ofmaintenance and managing of Guanxi’s highway, Guangxi Department of Highway’simplementing unit budget managing is needed by further reforming, it’s also an importantmeasure to ensure the successful accomplishment of Guangxi’s highway cause developmentplan.Based on sufficient investigation of the status quo and the history of reforming ofGuangxi’s department budget managing, and considering the development plan of Guangxiand country’s laws and regulations about department budgeting, this article aims to find theproblems existed in Guangxi’s highway department budget managing, studies in depth aboutthe root cause of these problems, therefore actively searches for solution to improve theperformance of highway department budget managing and provide system level ensurance forhealthy and sustained development of Guangxi’s highway cause.This article consists of four chapters. The first chapter introduces the background andpurpose of the research, the general status of domestic and international research and the logicand methodology of research. The second chapter describes the theories of department budgetmanaging and public finance etc. The third chapter analyzes the history and status quo ofGuangxi’s highway department budgeting reforming. The fourth chapter proposes advice andmethod to improve Guangxi’s highway department budgeting system. At last, the articlesummarizes the conclusion of research, and outlooks the research of Guangxi’s highwaydepartment budget managing.
