Thirty years since the reform and opening up,China’s real estate market continues todevelop,the real estate industry in recent years has been in a state of rapiddevelopment,especially in recent years there has been sustained growth rates of thephenomenon,the people are very concerned about the development trend of the realestate industry.In the beginning of2003of a nationwide real estate tax assessmentsimulation experimental work,in2011the State Council also issued a “Circular onFurther Improving the Work of the real estate market regulation issues related to”thatis, we know “the eight countries”, while in January28,2011, Shanghai and Chongqingalso announced the individual housing property tax levy Association,became theproperty tax reform.But whether it is “the country eight” introduced or Chongqingand Shanghai property tax reform pilot,mixed domestic public opinion,it was betterknown as the Articles of loopholes,even questioned the legitimacy of its associationwith rationality.The listing for the vast majority of people have a pivotalcomponent,for such an important property,its impact on individuals,countries andsocieties can not be ignored,so the topic of this article came into being.Property tax as one of the means of macroeconomic control in China have links to thecollection of taxes and government intervention in the real estate economic activity inthe real estate,the real estate market to promote the balanced development,playsa very important role.The purpose of this paper is to analyze the effect of the reformof property tax reform pilot Shanghai and Chongqing two cities and the existingproblems,proof of property taxes can really affect housing prices and the relationshipbetween supply and demand of housing in the collected before and after,offer somehelp for the later scholars do research.At the same time,also hope that through thisanalysis results provide the reform of the property tax policy recommendations,canprovide a further promotion in other city relevant suggestions for housing property taxreform pilot,even to the government through the real estate tax to control thereal estate market and provide a theoretical basis. The introduction of this article discusses about the background and significance of thetopic,this paper describes the methodology used,and the Review of literature and thelack of major innovation;second part of this paper introduces the theory of propertytaxes,function and realistic effect. First, the theory of property taxes,and introducedthe concept of real estate taxes and property taxes implemented in the currentsituation. Second, the introduction of property tax functions, discusses the estate taxhas the following features:First, adjust the supply and demand sides of property taxrates on future expectations, the second is to adjust social inequality,give full play tothe tax redistribution and the third is to improve income status of the central and localgovernments, local governments regulate short-term behavior of the leased land.Finally, in his discussion of the role of property taxes in the real world, and to changethe local government tax revenue from the structure, promote the optimization of thestructure as well as residents of the taxpayer to discuss the effectiveness of the threeaspects of the real estate tax effect;third article section describes the impact ofproperty taxes on housing prices, first listed real estate tax on housing pricemechanism, the housing market through the establishment of supply and demandmodel to discuss property taxes on housing prices specific mechanism of action, andthen introduced the Property Tax impact on demand and supply,to discuss specificproperty taxes on housing prices have much impact,as described below property taxreform to make the theoretical groundwork;forth part of the article describes theproperty tax system in some developed countries,through the introduction of theUnited States, United Kingdom,and Japan Status property tax system, I learned thisthe three property tax system on property taxes in place of reference for theConsideration of the following proposed property tax reform lessons learned;fifthpart of this paper describes our listings tax reform mode of operation of Shanghai andChongqing to make a comparative analysis of the pilot status and focus on theremoval of some of the specific policy analysis, to find problems in the pilot, to finda breakthrough in order to better improve the property tax system below;the last partof the article describes the reform Reflections on the property tax,made somesuggestions from the specific mode of property taxes and supporting measures both for reference.
