As a strategy of urban traffic development, the policy of publictransportation priority has been put forward for a few years, which is anecessary choice to solve traffic jams in many cities of our country. Bussystem is the main choice in many cities, but its service qualit y and quantityare far from citizens’ satisfaction. Underlying this penomenone is thedifficultity which our government is facing with: How to provide satisfyingbus service with limited budget? Can privatization of bus service solve thisproblem? The privatization practice failed in many cities and many of themwent to back national-monopoly-model to provide bus service. Is privatizationan option and what are the fators that devieted the results from the policypurpose? This paper trys to answer these questions based on theories analysisand case study.This paper firstly introduces how the problem is identified and thebackground information about privatization of bus service industry. Then theresearch method and outline of the paper are presented. Based on manyavailable research on the relative topic, the paper analyze the rationality andmodels option of privatization of bus service both from theory and case studyperspectives, and draw the conclusions that privatization is still a good wayfor the government to provide satisfying bus service as long as it can find aproper model, competitive tendering for example, and make sure to fulfill itssupervision duty.
