On The Drug Safety Governance In The View Of Polycentric Governance Perspective

Drug safety is closely related to people’s interests of life safety and health. Longas it has been dominated completely by the government since drug safetygovernance started, increasing disadvantages has appeared from this pattern of drugsafety governance, which fully depends on government administration, with thedevelopment of economic society. Incidents of drug safety in recent years havecaused a rising mass concern on it. Moreover, China’s unceasing reform onregulatory administration system of food and drug has contributed to increasingawareness on status quo of drug regulatory administration as well.Existing problems of drug safety regulatory administration in An’xi County wereanalyzed in this paper, basing on China’s present drug safety and its regulatoryadministration. Three aspects including incomplete ineffective enforcement ofexecutive law, weak sense of responsibility in enterprises, and low citizenconsciousness of rights safeguarding, were concluded as major issues in presence.The factors influencing China’s drug safety regulatory administration were furtherstudied, and it was proposed that the regulatory administration on drug safety shouldadvance with time when information technology developed rapidly and globalgovernment reform proceeded consistently.A new pattern of governance was brought up in this paper, which includinggovernment administration as leading force, with launching and encouragingenterprises and social force to participant in the governance, to change the simplexmodel of government administration. The necessity and feasibility of polycentricgovernance on China’s drug safety regulatory administration were discussed fromthe polycentric governance perspective, with the methods of document research, caseanalysis, and comparative study. Furthermore, drug safety regulatory administrationmeasures and approaches under polycentric governance were put forward inreference to progressive foreign experiences, and the basic principle and aim of thegovernance were also established. Therefore, several practices including improvement of governmental duties on drug administration, reinforcement toresponsibility sense of enterprise, and development of social effect, and increase ofpublic participation consciousness were suggested for better drug safety regulatoryadministration in China.
