Tacit knowledge is a very important intangible assets of enterprises and thesource of keeping sustainable competitive advantage. The exploitation of tacitknowledge can enhances the knowledge sharing of staff’s and team sense, thusbuilding up a good Working atmosphere, stimulating the employees’initiative andparticipation, improving their level of knowledge, continuously tapping thepotential of employees, and eventually realizing the win-win of enterprise andemployees.On the basis of analyzing the domestic and foreign literature, this paperattempts to explore the human resource management and development from thedevelopment of tacit knowledge. First of all, it points out that the man is thecarrier of tacit knowledge and the first resource of the enterprise. The enterpriseshould take the person as a center, tap the potential of the people continuously,give full play to the subjective initiative and promot the acquisition, sharing andinnovation of tacit knowledge, so as to improve their level of knowledge andincrease the innovation capacity of enterprise. Secondly, in order to develop tacitknowledge and promot the innovation value of human resource, this paper hascarried on the exploration to the human nature, including the analysis of theMankind Essence and the analysis of the Personality Traits, to deepen theunderstanding of human nature, emotion, ability and value orientation, lookingfor ideas for the externalization of tacit knowledge. And, the elaboration andanalysis of the organizational culture is to study the thought and behavior ofemployees and help employees establish the correct values and promot the degreeof fit between individuals and the enterprise in the context of organizationalculture, thereby creating the cultural atmosphere conducive to tacit knowledgedevelopment. Thirdly, based on tacit knowledge, this paper has designed threemodules of human resource management: human resource planning andallocation, training and development, as well as performance and incentive, toimprove the human resources management through tapping the potential of tacitknowledge. Finally, based on the theory of tacit knowledge, the paper putsforward some suggestions and countermeasures to improve the human resourcesmanagement.
